Does anyone know an app/s that is similar to NetLimiter for Windows that can run for both Android and iOS devices (preferably no rooting/JB required)?

As long as your Android device is ICS and up it should have a cellular data limiter(or bandwidth, whatever you want to call it lol). It should be in Settings > Wireless & Networks(or Network Connections) > Data Usage. There should be a "Limit mobile data usage" option like this:

For iOS I have no idea, but I can do some checking for you.

 

Edit: Oh my, you can't set a "data limit" on the iPhone, manually disabling the data is your only option(in fact, there isn't even a Jailbreak tweak from my searching). You can have your carrier alert you when you are running close to your data cap(well, at least on Verizon and At&t), but that isn't a solution to this problem. I will provide two links that guide you to turning off our data(and other tricks), but I am baffled that an OS from 2014 doesn't have such a simple feature.
