Best Windows fan control software?

I'm looking for a fan control software for Windows that will allow me to change the minimum fan speed the CPU fan spins at. I am running Windows 8.1

You could invest in a fan controller.

 

SpeedFan is good option!

 

If you have Asus mobo, you can download Fan Xpert from their website!
