Perhaps a slight question/suggestion: Do you have any external hard drives laying around?

If so, scrap the hard drive and try to find a good reliable 250 gb SSD, will improve the pc responsivness by a lot.

You can use the external for temp storage.

My suggestion with SSD (As close to 800 usd as I could get :D)

Motherboard: Gigabyte GA-B85M-D3H Micro ATX LGA1150 Motherboard  ($80.16 @ Newegg)

Video Card: Sapphire Radeon R9 270X 4GB Dual-X Video Card  ($179.99 @ Newegg)
Case: NZXT S340 (White) ATX Mid Tower Case  ($77.98 @ Newegg)

My budget is anywhere between 750-800$ I'd like to stay at 750$ though because of shipping and what not.

In that case your build looks good, not really anything I'd change except maybe add an SSD.

You can cut your cost by going with a CM TX3 cooler. It is smaller but I only hit 60C max on my i5-4460 in an ITX case.

If you want a cheaper mobo, MSI H61M is a good choice.

Try to get a SSD. It makes a night and day difference in your system.

I would recommend Seasonic SSR-450M PSU. A PSU is a core component of any computer and they last the longest so it is important to get something that is very reliable and is less prone to causing coil whine in your system.

If you can, I would go on craiglist and find if anyone has a GTX 770 or R9-280x in your area. I bought a EVGA GTX 770 for $200 and it worked great.
