Its a 5 volt regulator. If you have another board that has a similar looking part but has a different number on it its likely that its just another 5 volt regulator from another manufacture.

Are they both 5V or can you tell if one is less?

 

Im assuming each picture is from a different board?

The top picture is in a smaller package (I cant read the number) but it just means that its a lower current regulator (I'm assuming 2-3A based on its size).

 

The bottom picture has a 5.4A 5V regulator.

 

The top board should work the same as your current one, If you wanted to replace the regulator it would be a huge PITA because the ground plane that the heat sync is on is going to have a huge thermal mass. But from what I see on the board the one with a smaller regulator should work just fine.

The larger one uses 19V 3.42A

However one has an audio out and the other doesn't so I'm thinking that would use a little extra power. (All the rest of the components are there besides the header for the 3.5mm jack) the soldier points are also under the 3.5mm jack (on the new board) where it should be.

This is for driving a display correct? if so what size is the panel and what type of panel is it?

Use the new 23" board with the 3.4A power brick, the back light is the only thing that should really take more current and isn't dependent on the regulator (Its the right side of the board next to the large capacitor). Because both boards have the same ID we can safely assume the lower current voltage regulators are due to the lack of the 3.5mm audio components that are missing off the new board.

Right but its most likely using it in the back light witch is separate from the 5V and 1.2V power rails. So make sure you use the higher current (Amperage) Power adapter. As long as its the same voltage no harm will be done to the board.
