Is it ok to delete these pre-loaded files from a new WD My Passport Ultra?

My Passport > Extras > WD SES Device Driver >

 

wdcsam (file type: security catalog)

wdcsam (file type: setup information)

wdcsam.sys (file type: system file)

wdcsam64.sys (file type: system file)

I have already installed the WD SES Device driver and it shows up as normal in Device Manager.

You should be fine without those files once you have installed the drivers on your OS. Each portable drive should be able to work perfectly fine  without any files on it and you are free to format, partition, delete and erase the drive as much as you want while it still functions correctly. :)
