Borderlands 2 not even trying to run.

Hi.

 

I want to play Borderlands 2 on my new pc. I'm very sure that I should be able to run the game fine. However, when I launch the game, it runs at 0-200 fps, 99% of the time at 0. 

 

I checked my GPU usage from Afterburner and it looks like this:

I have tried re-installing the drivers on my graphics card and re-installing BL2 with no luck. Other games such as Battlefield 3 run smoothly so it should be BL2's fault.

 

I also tried downgrading the drivers but only by one step. Should I try installing even older drivers?

 

Intel G3258

MSI GTX 760, overclocked a bit

Asus Z97-AR

8 GB Kingston Fury

 

Game is running on my SSD atm.

Could be a driver issue. Try downgrading your drivers if you have the latest ones and vice-versa.

Should I try legacy drivers?

No that probably won't make a difference. Have you tried reinstalling the game?

Yes as I said in the OP.  also tried deleting all the config files but that didn't work either.
