can't shut down my pc?

Hello guys so i have this problem that i cant shut down my pc and everytime i try to shut it down my monitor goes black and it doesnt react to nothing so i have to turn off and turn on my psu please help me guys its really annoying and other problem is that insted of restarting my pc just shut downs and after few seconds it turns on i think it has to do something with it
