You can select country you want and select test you want and you will see tests by ISP

They got numbers from those tests

Oh boy, the Netherlands has Skynet. Should i be scared?

 

So to my understanding, 0% is good, because all networks deliver their truly best possible speeds. Evil ISP's aren't only in America, we got some here as well. Also my provider 'Online' (or 'Offline', a more accurate name) is also on that list, i bet they don't deliver us fair speeds as well.

I think that 0% is neutral

Higher numbers are bad. These numbers represent what percentage of tests run were shaped (i.e. intentionally slowed down). If the test was not shaped, that means they are neutral (they deliver as fast as your connection is), if it was shaped, then they are no neutral (they purposely slowed down your speeds).

that map is interesting and disturbing. Also, the countries that are white must either be cut off from the rest of the world, like n. korea, or maybe they are using satellite connections. 

 

I'm surprised no one has done a massive wall of text for ISP's yet.
