So recently a friend had a family member that was diagnosed with leukemia, his wish is to have a gaming rig. At this point $700 is all we can do to get a gaming rig together for him. We have a monitor, mouse, keyboard and a copy of windows 7 64 bit ultimate. So what is the best rig for $700 we can build for him. That is the max budget by the way. Thanks for the help.

I would at least get a good processor and then have a midrange video card.

Processor is so much more important to get right on your first build because it saves upgrading a motherboard also if you want to upgrade the CPU later (get a good CPU and you won't need to upgrade for years)

A gpu is hassle free and can be sold and then a new and better one can be bought or you can buy another one to crossfire or SLi.

So get the CPU and mobo and case right, better gpu can come later!
