If you have good cooling ( I.E A decent All in one unit H100i or similar) then 4GHZ may be possible. Realistically, you are looking around 3.9GHz. That's a very general mark, because much of it comes down to you chip - the "silicon lottery" if you will. :) Just make sure you don't go over the top with voltages, i would say keep below 1.5, and keep an eye on your temps aswell. Don't exceed 70 degrees, 65 is my safe limit.

Performance gain is very minimal, i haven't done any testing at all, so i can't give you empirical results. In real world, i don't notice a difference. But then, you never really see huge differences when overclocking on this scale.

I watched Linus' video testing the different processors and when he overclocked his 3770k to 4.5 i think it was he got a 10% increase in game fps and overall things. So you can expect to see around there or less with your 965 as long as your processor isn't overheating. Also I think he has a guide for this as well (overclocking phenom ii processors).
