File History Sync Clarification

Usually, it will just copy over those files and delete older copies of the files.

If I use Windows File History Sync tool with my external Hard Drive, will Windows simply copy ALL my files onto it straight away no matter what, and keep them up to date as long as I have it connected?

Or, will it recognise that I already have 90% of my files copied to said external Hard Drive, and copy over only the ones I haven't got got on there yet?

Current Rig: Intel Core 2 Quad Q6600, Abit IN9-32MAX nForce 680i board, Galaxy GT610 1GB DDR3 gpu, Cooler Master Mystique 632S Full ATX case, 1 2TB Seagate Barracuda SATA and 1x200gb Maxtor SATA drives, 1 LG SATA DVD drive, Windows 10. All currently runs like shit :D
