I7 5820K overclocking

After watching linus' overclocking guide, I want to know, with my current specs, is it safe to start at 4.5ghz at 1.3V as my max load temps are 55-65 degrees celcius when running OCCT and 45 when playing games like titanfall . If the computer posts and boots , how long should I stress test the pc and with what programs? And if the pc fails, what should I then set the clock and voltage to before retesting?

Current Rig:   CPU: AMD 1950X @4Ghz. Cooler: Enermax Liqtech TR4 360. Motherboard:Asus Zenith Extreme. RAM: 8GB Crucial DDR4 3666. GPU: Reference GTX 970  SSD: 250GB Samsung 970 EVO.  HDD: Seagate Barracuda 7200.14 2TB. Case: Phanteks Enthoo Pro. PSU: Corsair RM1000X. OS: Windows 10 Pro UEFI mode  (installed on SSD)

Peripherals:  Display: Acer XB272 1080p 240Hz G Sync Keyboard: Corsair K95 RGB Brown Mouse: Logitech G502 RGB Headhet: Roccat XTD 5.1 analogue

Daily Devices:Sony Xperia XZ1 Compact and 128GB iPad Pro

Pls post your specs.... Make sure you have a good heatsink before you start ocing

Stock heatsink won't work

X99 doesn't even come with stock heatsink

Ohh yeah i forgot that :P

Its the 115X chips that come with that useless heatsink. I am using NH-D14. So can i start at 1.3V at 4.5Ghz like linus did and please answer the rest of my post

use prime95 to stress test the cpu..... yeah just follow what linus did..... its pretty safe.... although i think 45 is pretty high while gaming considering the nice heatsink and you live in the uk where it must be quite cold 

Why would it be too high? is a D14 enough and how long should i stress test the CPU for?
