So I was playing Saints Row IV, and noticed my frame rate dropping quite often. So I opened Afterburner and saw that my GPU was going above 49%. When it was at 49% I'd get above 60FPS, but it would drop to 30FPS or below and the GPU usage would drop to 29%. This is playing on low with a R9 280 and an A10-7850K. So is my CPU bottlenecking my GPU? The rest of my build is in my signature. Thanks.

Saints rows a bitch to run for some reason, my freind with his 270x and 8320 wont be able to run it in ultra which is extremely odd considering i run it in high with a couple things off or lowered with a GPU that is far from a 270x

It's really only that game I've noticed this problem. Probably just that game.

So what is your CPU utilization during the slowdowns?

It stays around low 60% to low 70% always.

Turn off vSync or use triple buffered vSync to get rid of the 60 --> 30 drops. But yeah, that game is annoying to run. I remember being unable to get 60fps constant on it on my system. Was unacceptable, honestly, especially cuz single 680 owners seemed to be able to get it to work.

I have finally moved to a desktop. Also my guides are outdated as hell.

Then your game is boggling the mind if it jumps from 60fps to 30fps and doesn't go above 60fps with only 50% GPU usage. That is a dead giveaway of vSync of some kind.

I think the game has a 100FPS cap. It goes up to 100 sometimes normally hovers in high 60's. But dips into 30's or below sometimes, when sprinting.

I think the game is fine on 2GB cards, but it SOUNDS like a vRAM bottleneck if you're only getting drops when sprinting, cuz the world probably has to load a lot of data fast. GTA SA and 4 kind of have the issue, but instead of a FPS drop you just end up in a place with nothing. The road, the buildings, the people, etc all just pop in on a previously pure-white canvas, essentially.

Well, all my ideas are shot. Unless it really is your CPU. What can I say? Try overclocking it and see if it works.

the game likely has a non-selectable 30-60fps cap (same as firework simulator) and when you get say 55fps itll drop it down to 30 and wont bother using your gpu, as for loading stutters thats a hard drive issue.
jayztwocents ran a 7850k with a 780ti and it ran fine, earlier on today (and infact now) im running with an 8120 locked down to fx4100 at 4ghz with my r9-290 and it didnt bottleneck in moh warfighter.
people forever blame hardware for lazy devs.
if the performance tanks when running...yeah thats the game, simcity does the same thing on cheater speed.

I never blame hardware for lazy devs. If I can run game X which looks similar to game Y and game Y doesn't have 10x better advanced AI or features like super hyper amazing photorealistic soft shadows or something, then game Y better run like game X. If Game X runs at 250fps and game Y can't hold 60, a dev has screwed up.
