Just finished building my computer a minute ago. (phew). Now I'm in the BIOS waiting for my OS key. On the BIOS it shows the temp and my 4790 with stock cooling is around 59-60c on idle. Is it okay?

play a game and you can start cooking.

 

It´s a little very high for idle, but it may be a uefi bug

if it's a bug, where can I check the real temps?

oh windows, with hardware monitor or some software similar to that

BIOS is generally showing temps that are higher than actual idle temps. Since you are on stock cooling, you would be looking at 42-50C idle with 22C ambient temps.
