Insufficient system resources to run executable files?

So I have backups of all of my program setups on a NAS, and when I got my new computer set up, I wanted to install my Virtual DJ Pro and when I tried to open setup, it said "Insufficient system resources exist to complete the requested service" I tried in on a couple other program setup and such and it said the same thing. Does anyone know how to fix this?

I was one step ahead of you, I did such and it is still doing the same thing.
