Memory utilization at 88%?

How is this possible? I'm not even playing a game yet 80 + % of my 8GB of RAM is being utilized. I looked at the processes and it's just a bunch of stuff I don't know. I recently switched to Windows 8.1 so I don't really know what should be there by default but I know this OS is supposed to be less recourse intensive.
