No, only K is.

The i7-4790k is 500MHz faster out the box than the i7-4790 and can be overclocked

 

The i7-4790 is overpriced; for 100MHz less get the Xeon E3-1231v3 and save yourself $50

 

The i7-4790s is a lower power version. Skip this one for a desktop.
