Is this normal

I don't think its normal and what CPU monitoring utility is this? I use Taskmanager because it just works.

 

It also might be dropping the usage because when a test finishes it might go idle for a sec while it loads the next stress test.

I think he meant the red part in the first Core. Im not quite sure but it hink this may be a Failure.
