I just built my first PC today and it's working fine, except I don't have the OS on it yet.  It's a bit loud and the two front intakes are red LED fans from coolermaster that came with the case (CM Storm scout 2 adv).  I want to replace them with blue led fans but don't know which ones to get.  I want blue led fans that are QUIET.  I thought I was going to get the AF120's blue LED fans from corsair but apparently they are a bit loud according to most of the reviews on newegg.  Are there better intake led fans than the airflow quiets by corsair?  What are your recommendations?  I will also replace the exhaust fan with a non-led fan and I want it to be quiet as well, so I'd like a recommendation on that.  I was thinking of getting a Be Quiet! fan for the exhaust.  Noctua fans aren't an option they are so ugly and I have OCD about that stuff.  Thanks mates!

I use AeroCool fans I really like them nice and quiet when running around 900 rpm however they are not PWM fans. Link

EDIT: The led's are not super bright.

Cougar fans are good, I haven't used the LED ones though.

The bequiet! fans are great for most things. As rad/heatsink fans, they're okay, lacking static pressure that SP optimized fans offer, but at least they are super quiet. (Silent freak here)

I know you said Noctua fan aren't an option but take a look at their redux line, Its very queit and its not the normal poo and cream...it's actually kind of nice looking (not led though). http://www.amazon.com/Bearing-Cooling-NF-P14r-redux-1500-PWM/dp/B00KF7QO2G/ref=sr_1_3?ie=UTF8&qid=1418446405&sr=8-3&keywords=noctua+redux

they come in lower rpm btw

Noctua industrial PPC.  Black and dark brown.  My next build will likely exclusively feature all Noctua's.  Intake, rad fans in pull, and exhaust.  They look damn good, have high static pressure, amazing airflow, quiet, and all PWM is just.. great :3
