Weird FPS issues

So I tried my luck with google, but I haven't found anyone with a similar problem. I'm probably searching the wrong terms, so here I am trying my luck here!

 

Some general info:

4790k

MSI Gaming 780 TI

z97 MSI Gaming 7

Samsung EVO 256GB

2 Monitor setup

I have a custom water cooling loop

 

So now to explain my issue! If I play any game and I have certain programs (usually just chrome) open on the other monitor, my FPS dies sorta. By sorta I mean my 80+ FPS all of sudden looks like 20, but everything else says it's still 80. I can solve this issue by either minimizing chrome or playing the game in fullscreen (I typically play in borderless). I'm not really sure where to point this issue to... but I hope someone here has some good advice for me!

I had the same issue but made it full screen and it worked fine. I don't know why this happens but putting it in full screen fixes it. If u can't get into full screen I think the command is alt + enter.

I hoping I could solve this issue so I wouldn't have to do that, I'm sure there's a solution somewhere....

Curiously, I see this happening on some games with my rig aswell (although, my dual 290Xs somewhat compensate it).

If someone has a good solution, I would appreciate it, but I doubt that there's a "fits-all" solution for this.
