It depends, When the GPU is bottlenecked by the CPU it is better than if it is the other way around.

If the CPU is too weak it means that the GPU have the capability of pushing more AA, Textures and Resolution.

My dual core CPU with the single-core performance of a 4300 on a gtx 660 Gives me a pretty hard bottleneck,
At the Graphics pre-sets my GPU barely reaches 60-70% load But i push more AA and textures(And maybe lower the shadows)  to balance the load.



Id say, Pick up the R9 290 and later Upgrade to the FX 8320/8350(If your motherboard support them(Which it should) when you got the money.
