Filezilla FTP Server Problems

I need to set up a ftp server for my desktop computer. I'm running windows 8.1 and I have installed the server onto my machiene. I'm using the port 14147 and the router is set up to port forward right. My problem is that I can't even connect to the server using the "filezilla server interface" I haven't set a password or anything like that. So I'm completly stumped. I thought that this would just work considering i'm using my local machiene to connect to the FTP server. I have also allowed the server and the server interface throught the windows firewall.

 

Any help with this would be greatly appreciated. And if there is another way to do this simpler than i'm all ears because this shouldn't be this hard to set up.
