If you have a ssd and a hard drive in the same system can you install steam on the ssd for the speed and download the games on the hard drive?

Yes you can choose where you want to install each individual game.

This is exactly what I do. Just change the game install directory to the HDD rather than the SSD

Yes, but be carefull with the games that don't support steam cloud because the saved files gonna be in documents folder instead your hdd so try to redirect your user folder to your HDD so when you need to format you dont forget to copy those files
