TotalBiscuit disabled it and said that the frame rate drastically improves. However, the game looks significantly worse.

Mips loading off it's a pretty big change... adding a 1 to GPUbufferedframes can help some systems too. Didn't do much for mine, the Mips took care of all that.

Stutter - It's still there but WAY less apparent to your eyes. Mostly around 55-60fps fluid now, those dips/stutters had me outright not playing it.

Disabling MotionBlur also has a benefit to reducing more stutter so try that on vs off too.

Video briefly comparing starting scenes

1m:10s & 1m:50s mark has noticeable improvement.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

I did that and it helped but fps was still unstable so I reverted it back. I just disabled god rays and capped the framerate at 50. Now I am getting 45-50fps on average w/c was better than the 40-60fps before. Still getting low dips of around 30fps from time to time.
