No. Unless you have a completely closed room, with windows closed and AC turned off, you shouldn't see any difference.

Theoretically the 970 should produce less heat than the 290, it is enough to make a significant difference in the temperature in your room is hard to say.

 

The cooling device makes little difference, all the cooling device does is pull heat away from the device and dissipate it into the room, it doesn't stop the card from creating the heat in the first place.

The 970 is supposed to have less heat output, though I don't know if you'll actually be able to feel the difference in your room temperature when both cards are on load.
