Don't trust task manager, it probably isn't at those speeds. Use CPU-Z or CoreTemp.

With 100% disk activity, it would appear that it isn't really "idle"... ;)

 

Check the power management menu. If your laptop is in it's "high performance" power setting, it will sit at the max turbo speed continuously. Changing it to either the power saver or balanced setting should make it drop its clockspeed when not in heavy use.

i7 not perfectly stable at 4.4.. #firstworldproblems
