Check temperatures for both the cpu and gpu just doing nothing and then when playing the game.

GPU doing nothing around 45C (fan 0rpm) playing around 60C

CPU doing nothing core 0 and 1 around 35C coure 2 and 3 around 30C when playing games all core temp rises for around 10-15C

 

my PC specs:

 

CPU: Intel core 2 quad q9400

MoBo: Asus P5QL pro

RAM: 2x 2gb ddr2 

PSU: 620w seasonic

GPU: Asus r9 280 strix

 

Btw its freezing even if i put settings to low. before i bought r9 280 strix i had gtx 260 OC and there was no freezing could it be HDD fault ? because when i instaled new gpu i also moved games from my old samsung HDD to a 6 months old WD black HDD

Games only usually use 1-3GB RAM, so I don't think that would be it. CPU bottleneck?

It's time to upgrade,you shouldn't only upgrade your gpu instead of build a new pc...It's pretty obviously your cpu is bottlenecking your gpu...

Wait a sec are your problems only happening when playing BF3?  Have you tried playing other games?

Also you might want to do a multimeter test with the psu to see if everything is cool with it. 

only when playing BF3 online i play Fifa online and its not freezing

Perhaps,You can try to re-install the game,I noticed you said you moved your game from old hdd to new hdd?

You should have clean install everything when you change your hardware,and maybe it's because you didn't cleared out the old nvidia graphics card driver and caused driver and AMD graphics card driver conflict.

il try re-installing it . and i think it will work then because i just played BF4 (Origin Game time and it worked fine)

In-game graphics settings do not change the possibility that your GPU is bottlenecked by your CPU. It's entirely possible.
