It's basically about delivering more/cleaner power to a CPU and other ICs on the MB (such as RAM and Chipset controllers). It allows for more overclocking potential, compatability with high power draw CPUs (like the FX 9590) and can improve the lifetime of a motherboard and other components due to use of higher quality components and cleaner power (generally).

What in the world is a 6+2+2 power phase? Referring to the Asus 99FX motherboard.

it just means it has a better power phase caps and chokes ... english like the guy above me MOAR OVA CLOCKAGE
