need help with my oced pc

I  installed Far cry 4 on my editing rig it works fine but when I installed it on my lower budget gaming G3258 /R9 270 pc to run it doesn't even loads

 

is it the GPU bottlenecked or is it the CPU please help

Far cry 4 doesn't support dual core CPU's

it doesn't run on 2 core CPU's

^ FC4 specifically does not support dual core CPUs, same with Dragon Age Inquisition.
