Running Source mod problems

Whenever I try to play a source mod, it says "Failed to load launcher DLL: The specified module could not be found." I have tried disabling my anti-virus, re-downloading, etc. I can I do?

Yes and this is a mod so it doesn't have support for checking the integerity of game cache and there is no bin in this mod's game folder.
