Right my setup at the moment is a half decent laptop to a 32" 720p tv as a double display which makes a breeze of programming

Im currently saving up for after christmas so im doing some planning. I will most proply be getting a r9 280 and ill be playing WoW and DayZ

I'll be using my tv at 720p which in no doubt the 280 will handle but for when I do upgrade to a 1440p monitor in a couple of months down the line what will the framerate be looking at in med to high settings ?

it will be fine, maybe not for gaming but for everything else, totally ok.

Fine, but not on high settings.  The 280 can handle most games maxed out at 1080p, but anything higher won't perform as well.

If your going to go 1440p in AAA titles then you will need another 280 or 2 270x to run it at ultra. Other wise you have to lower settings to medium high. With no AA to get 69 fps. Depending on the game
