GPU usage not 100%

In fc3 (and other games too) gpu usage is only at 50-70%, when fps is only 70-90. My monitor is 120hz and I use adaptive vsync. Why is not getting 100%?

i think v-sync limits your fps to a certain number maybe thats why..?

No its adaptive vsync it only goes on when fps goes above refreash rate

i5 2500k @ 4.5ghz and gtx970 asus @ 1500mhz

Using vsync is what is lowering your gpu usage. VSYNC causes the gpu to have to wait to produce the next frame. I may be wrong but i could bet turning vsync off will fix your gpu usage problem.

no its adaptive vsync so it dont turn on unless im getting 120fps which i am not getting. Also I disabled it and made no difference at all.

try running a stress test on your gpu and monitor the usage to make sure that it is not a psu problem since it occurs in several games. and adaptive vsync only turns on when you hit over your monitors refresh rate, if you are not doing that why keep it on?
