Using vsync is what is lowering your gpu usage. VSYNC causes the gpu to have to wait to produce the next frame. I may be wrong but i could bet turning vsync off will fix your gpu usage problem.

no its adaptive vsync so it dont turn on unless im getting 120fps which i am not getting. Also I disabled it and made no difference at all.

try running a stress test on your gpu and monitor the usage to make sure that it is not a psu problem since it occurs in several games. and adaptive vsync only turns on when you hit over your monitors refresh rate, if you are not doing that why keep it on?
