CS GO stutter

I used to run cs go perfectly but now whenever i reload weapons, inspect my weapons, or switch weapons the game stutters and creates a screen tearing effect. I have verified cache and even reinstalled.

Had the exact same problem. I also used to be able to stream the game at around 150 FPS with maxed settings. Now, with everything turned down to the lowest, it's impossible. The game lags and inevitably crashes. Any ideas?
