Spotify Won't Open now..

I have Windows 8.1

Yesterday Spotify wouldn't open randomly. Had/have some issues trying to figure out still, which i thought may of caused it.
In Task manager I have 'Service Host:Local System (Network Restricted)
When I expand it it shows:

Diagnostic System Host
Distributed Link Tracking Client
Superfetch
Program Compatibility assistant services
Network Connection Broker
Device association Service
Windows Audio Endpoint Builder

Also Found
Service Host: Network Service (Network Restricted)

IPsec Policy Agent

When i click to open Spotify It Forever Loads with the Spinning loading symbol thing. I have looked in Task manager for anything related to spotify but nothing shows.
When I installed in Admin mode it said to install it not in Admin mode.
I can't uninstall, I have to force Uninstall it.
No Viruses or Malware on my system.
In event Viewer i found these, bound to be more tho, :

Edit: sfc /scannow has finished and said:

How do you do the Spoiler? Ill paste the CBS once i know
