Move to a corner on any map(I usually go to dust2 CT spawn). Aim directly at the corner. Move your mouse to the opposite end of the mousemat (try not to go up or down and just left to right) slowly and fire a shot at whatever you are currently looking at.

 

Now do it again moving the mouse much faster. The bullet hole should be in approximately the same spot and if not you have a problem :)
