My budget is 650$, I live in the US, only buying from microcenter, due to my father being a sort of second hand on buying this, he doesn't want anything shipped.

I want this build to be able to stream, record and edit video, as well as game, I was also wondering if perhaps an FX processor would be better at this, considering the more cores.

Need windows, preferably 8.1

Upgrading because this 400$ craptop from 2008 does not cut it, I bought a 550$ PC from newegg, thinking it would be good, a huge mistake, FX 8100, and r7 250, "Oh look 8 cores and 2 GB of VRAM! Wow, this must be so good!" Little did I know that the PSU would matter, the OS wouldn't boot 24/7 and the mobo came installed with one standoff (wtf). Sent in a refund to newegg, now its been more than a month of back of forth garbage through shipping damages, and insurance, I finally think I have the right build. Please be honest, and no, I don't only need intel, or amd or nvidia, I just want a good 650$ build that can do what I want without question.

I'd switch that pentium out and get something like a FX8320, specially if you plan  to stream.

I don't think I can do that, the 8320 cost 120$, and a motherboard for it is around 100$. I need it to be 650$, My dad is a second hand buyer and is paying for part of it.

Get an FX-6300 then. In most games it will perform the same as an 8320, but you might lose a bit of smoothness during streaming due to the two less cores.
