I'm running a Gigabyte R9 280X Rev 2 video card and every now and then (5 or so mins) my screen will shake a bit (for lack of better term) and I'll see some full screen tearing (the thing where top part of the line will look shifted from the bottom). any suggestions tips or just theories as to whats going on would be helpful

umm, have you tried turning it off and on again ? xD

 

But no seriously, normally it's due to timings of the screen and gpu not matching when tearing happens.

1. what monitor are you using ?

2. when it happens is your GPU unlocking itself to save power?

have you checked that your os has your display at 60hz

I have a new HP 27BW, first off yes my monitor is set to 60hz, and if it was happening during games or something it would make more sense but the card isn't even hot and doing it just sitting at my desktop.

 

I'm going to try and find another video card in order to rule out anything else. I'm going to try switching the PCIe slot perhaps

try disabling ULPS.
Normally this only affects SLI or Crossfire builds, but it is the only thing i can think of.

You can do it through the registry, or through MSI Afterburner.
I suggest the registry.
