Even after reading this i didnt understand what is that exactly

basically there is a hidden part of the internet known as the dark web, it is a lot larger then the "surface", it has all sorts of weird and illegal stuff. There is a constant battle to try and put an end to the dark web. It however is a fight that cant be won, there are a lot more people willingly to defend the dark web compared to the number of people trying to destroy it.

The problem exists in that anyone can be a Tor exit relay, meaning that connection is spewing out all of the requests 'inside' of Tor. You could monitor that exit node and if you have enough computers on the network, you could backtrack the information bouncing around. To think the government doesn't have a huge network of computers running Tor is foolish. Tor was born out of the government to protect informants, agents and the like in restricted countries to be able to communicate back to America. DARPA was involved at one point, and the State Department funds a good portion of the project. In theory, that shouldn't matter as far as how it works and maintains anonymity, but clearly the Feds have a way around it.
