Not sure if they throttle, but Netflix and YouTube are commonly throttled by ISP's.

its not just that, its for example games on my phone get the connection interrupted and need to reload, or on my phone webpages stop loading for a minute, and just general slowness on certain things, i dont understand it at all. its been happening for about a week now.

Many ISPs do traffic shaping, long story short: they may throttle massive bandwith consumption sites to keep up with their customers. Traffic shaping is easy to detect, try loading another vid with similar bitrate, (twitch, netflix, dailymotion, vimeo, metacafe) OR connect to any public VPN and access youtube content. If these sites load faster than youtube, you might be experiencing traffic shaping. Also you might want to review your service policy, some carriers do have quotas, when you reach in example 1TB of data transfer in one period of use, you may be nerfed to xMb/s until the taxable period is over and then back to normal on next mounth or whatever.

Also in some carriers (phone carriers most) the shaping is at protocol level so, if you watch youtube while logged on, facebook, etc. (HTTPS protocol through port 443) you might get nerfed and if you do watch it while logged off (HTTP protocol throug port 80) you might not get throttled, shaped, nerfed whatever you want to call it.

give it a try, you might find it's your isp guilt... or not.
