of course they make a difference, but if you have crappy fans the difference won't really matter because the fans will still be very noisy. I fyou have a good amount of quiet fans then the noise cancelling sheets will cut off the excess background noise that escapes from your case. besides, if you are going full throttle it will take really decent cooling, such as a water loop, to keep noise down at all

Do noise reduction sheets make a big difference to the noise?

If they do does anybody have some recommendations for some?

 

It helps mostly if you have a closed in case without too many direct openings for ventilation or fans where noise will escape, but mostly sound dampening helps prevent echo/resonance inside of the case, with that quieter components will make more of an impact as others have said.

Using rubber grommets/gaskets for the fans, PSU and HDD/SSD help me a lot.

If your case has holes, even tiny ones, to the outside world, sound can and will go through it. They're only really worth considering if your case is silence-oriented already, ie no line-of-sight between outside world and fans, etc... Most of those cases will have some amount of foam applied to them already. In a case that isn't so much sound optimised, the best thing to do is get vibration isolation between moving parts, and the case. I mount fans using rubber bands, and harddrives to a plate glued to a piece of sponge, glued to the case.

I've no idea why the world is afraid of 3D-printed guns when clearly 3D-printed crossbows would be more practical for now.
