If you build a brand new computer and everything works but the hard drive, what will happen when you try to boot from disk drive?

If your storage is failing and your system does not recognize any boot-able files on it, you would encounter an error message that asks you to check or insert a bootable device in your system and restart. You would be able to access your BIOS during start-up even with no hard drive. 
As @Enderman pointed out, you would have to put in a boot-able CD, external drive, USB stick or other source of boot-able software.
