I'm looking to set up a new SQL server for 20 users.

Because of Microsoft licencing I think the best price is

- Windows 2012 R2 Essentials (max of 25 users & 2 CPU)

- SQL Server 2014 per 2 core (min 4 cores)

So I'm looking for a 4 core processor with high clock speed or other features that SQL server can use.

Memory shouldn't be an issue, although SQL server can use allot of memory I think 32Gb is more then enough.

I know people automatically think that a 'server' needs Xeon processor, but I think a good I7 can do just as well since I don't really need ECC.

The server is important, but it is not the end of the world if something hapens & needs a restart.

I would like to work with virtualization so that its all neatly backed up and in case of disaster can be started up on another computer.

I thinking about the 4790K as it has high frequency, enough cache and 4 cores:

But am open to suggestions, but please explain why you think other CPU might be goed or if I overlooked anything.

I also still need to see if you can virtualise Essentials on host essentials.

You may find something like an Intel Xeon E3-1231V3 works well. Or if you'd like to use integrated P4600 graphics a 1246v3.

You'd also be fairly safe with a 4460 to be honest. Unless of course you're looking at ECC and C224, in which case either i3 or Xeon +ECC.
