Down scaling video

hi guys, not sure where to put this one so i put it here...

anyway, i watched a video from linustechtips, i think it was the office tour one and at one point he mentions he records in 4K and down samples it too 1080p, can anyone tell me why and what effect it has... why not just leave it in 4K other thank render and upload times...
