Yeah but it goes over my budget, unless money can be saved somewhere else? I'm already over my budget...

Save up some more.. there's really not much you can do with $400.

I don't need much, I only need a PSU, GPU, CPU and a MOBO, I need to stay on this budget unless somehow money just randomly appeared. If you can help me feel free to leave suggestions or builds below
