699 PC VS MAC MINI

I live in the united states, my budget is 699. I'm willing to budge for 799 if needed. My aim for this build is for photoshop, lightroom, and basic gaming. I have a monitor so no monitor needed. I do need WINDOWS In the price. I'm upgrading because my laptop can't handle the tasks
