sexy video thumbnails?

Is there a program that makes my video thumbnails look awesome? i remember before i reformatted my PC my video thumnbnails were nice and sleek it was amazing but i can't seem to remember how  i got that

now i just have MPC blocks all over my folders its driving me mad!
