Is 2x a 2TB HDD from seagate in RAID0 really much faster than a 1x 4TB in playing games etc., or is it not worth the extra $30?

It'll be faster, but half as reliable. If you're keeping other data that you aren't backing up regularly on there/can't afford to lose, i don't suggest keeping stuff there.

For games, you might just wanna get a cheap 256GB MX100 or something, it'll be more reliable and give you far more performance than most HDD RAID setups. (if you're only gonna be storing your games there)

I would do the same as this guy suggests, the best choice overall.

RAID0 does provide a significant boost in speed (due to its nature, it is almost twice theoretically and it does reach that with SSD and a bit less with HDDs) but it offers absolutely no redundancy, meaning if one of the drives in the array has a problem, the whole array fails.
Moreover, drives that are designed for NAS work better and safer in RAID environments while others have more problems.
Games rely on storage only for their load times (initial and in-game) and if the game itself needs to load a huge texture file. Other than that you won't see any changes in graphics or FPS. What games are you planning on running?
 IMHO, there are tow reasonable options that you have:
- Use the drives separately as you will have the safety of one drive failing and not affecting the other and still have the whole 4TB space.
- Instead one of the drives, get an SSD, as @TheRunningOtaku suggested, for your OS and most frequently used games and programs as this would give you far bigger boost compared to any HDD RAID0.
