You could at least tell us what version of Windows you're using. Not all of us are psychics.

Go to START > Control Panel > Personalisation > then Window Colour down the bottom and pick a colour.

Right click desktop -> Personalize -> Window Color (-> Choose preset OR) -> Show Color Mixer -> Create Colour

Don't click advanced, right above it says open color mixer. Do that.

Make sure Aero is on, run Windows Experience Index and do a system rating, if it doesn't enable Aero after that then your computer may not be able to handle Aero, from my experience anyway. Aero needs to be enabled so you can change the window color if I remember correctly.
