Usually yes. It depends on what you buy. You'd just be wasting money though.

Sure, Ram you would be able to, but depending on which GPU you purchase the cheap PC probably will have to have  PSU upgrade as well.

TBH, im still debating on Mac VS PC for my job as a wedding photographer

I would just go with a mac. It seems like ( I may be wrong) that your occupation will need some ram with little processing power. I strongly recommend that you get a mac.

Can always invest in a hackintosh build, cheaper than a Mac for same or greater performance and can dual boot windows so best of both worlds.
