He wants to play Battlefield 4 mainly. I think this is pretty solid for battlefield at medium settings and 720p. He wants it to cost 600-700$. Maximum price of 750$. Needs everything: monitor Windows, wireless card, etc.

That budget is more than enough to run high settings in BF3. I would get rid of the Windows 7 and upgrade to a 770 if you can. Use your key.

I would maybe try to squeeze a 270 or 270x into there as it would give you a slightly better bang for your buck. But for 720p a 750 ti will handle BF4 high-ultra settings pretty well.
